Under the supervision of the Auditor General, the incumbent will ensure the proper functioning of the departments, develop, prepared, and ensure operational efficiency in the Office of the Auditor-General.
AUDITOR Academic Qualifications and Experience: Bachelor’s degree in Finance, Accounting, or related field from a recognized University. 5 years of progressively responsible professional experience in audit, finance, accounting, administration, statistics; Experience in public sector auditing or related area is desirable; Knowledge of auditing standards and practices, risk assessment, and applicable financial rules and procedures particularly Governance, Risk, Compliance (GRC) tools; Knowledge and experience of auditing in an ERP environment (SAP for instance) and using specialized IT audit applications; Demonstrated cognitive knowledge of specialized audit applications in a variety of disciplines and of best practices regarding performance standards; Demonstrated in-depth technical knowledge and hands-on experience in the field of auditing; Knowledge and experience of auditing in an ERP environment such as SAP and using specialized IT audit applications; Certification as a Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Chartered Accountant (CA), or equivalent will be an added advantage. OPERATIONAL COMPLIANCE Qualifications and Experience: Bachelor’s degree or equivalent in Finance, Accounting, or related field from a recognized University. 5 years of progressively responsible professional experience in audit, finance, accounting, administration, statistics ; Experience in public sector auditing; or related area is desirable; Knowledge of auditing standards and practices, risk assessment, and applicable financial rules and procedures particularly Governance, Risk, Compliance (GRC) tools; Knowledge and experience of auditing in an ERP environment (SAP for instance) and using specialized IT audit applications; Technical knowledge and hands-on experience in the field of auditing. PRINCIPAL INTERNAL AUDITOR Academic Qualifications and Experience: Master’s degree (or equivalent) in Business Administration, Finance, Accounting or related field from a recognized University. 10 years of progressively responsible professional experience in audit, finance, accounting, administration, statistics, or related area is required, including 2 years relevant international work and 2 years at a supervisory level; Experience in public sector auditing is desirable; Knowledge and experience of auditing in ERP environment (SAP for instance) and using specialized IT audit applications, such as IDEA, ACL, and TeamMate; Expert knowledge of audit theory and practice, including principles and practical implementation of enterprise risk management, corporate governance issues and internal control practices; Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), and Certified International Auditor (CIA), Certified Information Systems Auditor (CISA) will be an added advantage. ACCOUNT OFFICERS Qualifications: Bachelor’s degree or equivalent in Accounting, Finance, or in a similar field from a recognized University. 5 years of progressively responsible experience in finance, accounting, and budget; Knowledge and technical competence in financial statements consolidation and ability to respond to internal/external audit queries; Knowledge of cash management practices, policies, and procedures, and the ability to make appropriate recommendations to improve their accuracy, security timeliness and efficiency; Knowledge of various payments systems, banking terminologies, pension fund practices, and relevant financial management processes and policies. HUMAN RESOURCE OFFICERS Academic Qualifications and Experience: Bachelor’s degree or equivalent in Human Resources, Social Sciences, or Humanities or in a similar field from a recognized University. 5 years of relevant experience in a private/public sector or international organizations; Knowledge of human resources management operations including training, recruitment, performance management, change management, manpower planning, salary policy, pension administration, employee terms and conditions of employment, monitoring, analytics, and reporting; Excellent knowledge of Staff Regulations, directives, and policies of relevance to the execution of duties associated with the position; Cognitive knowledge of database creation and management, and use of specialized computer systems and programs for operationalizing a variety of HR business processes and reports. Experience in the practice of Labor Law Management; Knowledge of HR Management best practices.
